I-75 ESID

The I-75 Energy Special Improvement District (ESID) was originally created as a collaboration between the City of Monroe and Liberty Township in 2020. Since then, the ESID has expanded to include the cities of Fairfield, Mason, and West Chester Township.

The ESID is a transformative initiative designed to support energy efficiency and renewable energy projects for commercial, industrial, and institutional properties along the I-75 corridor. This district enables property owners to access Property Assessed Clean Energy (PACE) financing to fund energy-related improvements, such as HVAC upgrades, solar installations, and advanced insulation systems. By leveraging PACE, property owners can repay project costs through a special assessment added to their property tax bill, reducing upfront expenses and aligning payments with long-term energy savings.

The ESID facilitates economic development by driving energy efficiency investments that create jobs, reduce operational costs for businesses, and enhance environmental sustainability. The program serves as a powerful tool for attracting businesses to the region by offering a competitive edge through reduced energy expenditures. With its alignment to the Butler County Finance Authority's strategic goals, the I-75 ESID not only accelerates investment in clean energy infrastructure but also strengthens the local economy by supporting resilient and innovative business practices.

Past Projects

Fairfield

InnoMark Communications is a visual marketing company headquartered at 420 Distribution Circle in Fairfield. The company identified the need to replace its roof and HVAC equipment. The improvements increased the energy efficiency of InnoMark’s 150,000 square foot facility and were eligible for PACE financing. Fairfield City Council and the I-75 ESID approved the necessary legislation to collect and distribute the PACE assessment.

The amount financed through PACE was $800,000.

West Chester

In July 2024, Minneapolis-based PACE Loan Group announced it closed a $17.7 million loan to complete construction of the 136-room hotel and attached facility.  The loan will be used to refinance existing debt and complete construction of the project.  Louisville-based Eclipse Bank is providing another $9 million to the project, bringing the total capital to $38.2 million. The hotel project is unique due to its rehab clinic annex, an additional 10,800 square-foot rehab facility.  The center will offer physical and occupational therapy, pharmacy services, a spa, medical and wellness workshops, a conference center and retail services.

The hotel project’s energy-efficiency investments, including HVAC, plumbing, lighting, electrical, building envelope and elevators, are expected to realize $31,620 in yearly savings.
