Middletown Port Authority

The Middletown Port Authority was created several years ago during the City of Middletown’s pursuit of a large, complex development project that required focused local control and flexibility. Prior to the formation of the MPA, port authority functions for Middletown were administered under the purview of the Butler County Port Authority, now known as the Butler County Finance Authority. The creation of the MPA allowed the City to establish a dedicated entity aligned specifically with Middletown’s redevelopment priorities while maintaining continuity with the broader regional financing framework.

In 2025, the Middletown Port Authority and the Butler County Finance Authority entered into a two year management agreement under which the BCFA provides professional leadership, administrative support, and operational management for the MPA. This arrangement leverages BCFA’s experience, staffing capacity, and financing tools while preserving the MPA’s local mission and authority. By combining local focus with regional expertise, the agreement enhances Middletown’s ability to advance catalytic projects and respond effectively to development opportunities.

A central focus of this partnership is the continued revitalization of Downtown Middletown. Through coordinated leadership and streamlined processes, the MPA and BCFA are working together to support investment in the city’s historic core and key corridors. This structure ensures that Middletown has both the localized governance and the institutional capacity necessary to attract private investment, support redevelopment, and build a resilient, competitive local economy.
